We are voting on Recommendations on;

Review of the competition model for Rovers Scouts.

Recognizing that:

-Rovering is the highest section in the scouting movement,

-There is need to have an extensive model of competition that brings together all the variables provided in the rover program,

-We have many rover crews across the country but only a small number participate in competition,

-There is need to have all rovers across the country to participate in rover competition.

We recommend to the national youth committee and the National Youth Program committee to review the current competition model for rovers and come up with modalities that a new model can be implemented starting next year.

We are voting on Recommendations on;

Awards and Honors.

  • Scouting programs are progressive in nature with a system of awards in different stages, This Awards go a long way to motivates scouts to actively consume the program.

Following that:

-The last awards and honors accorded to scouts was in 2020 and very much long ago,

We recommend to the KSA to:

  1. Organize and award all pending awardees to motivate other scouts to actively consume the program 2. To devolve the awarding system to regional and county level.

VOTING ON THE RECOMMENDATION NO 3

We are voting on Recommendations on;

Funding for the youth forum.

A youth forum provides a platform where young people share their different ideas, exercise their leadership skills and come up with recommendations through a participatory approach for consideration.

Considering that:

-This year the county youth forum has had a very low turnout due to financial constraints among Sub- County Youth Leaders and scouts,

We recommend to the county scout Office to help in partial funding the forum.

VOTING ON THE RECOMMENDATION NO 4

We are voting on Recommendations on;

Poor understanding and consumption of the rover program

Rover section is the highest section in the scouting movement and rovers are expected to be role models to the junior section and active citizens in their community

Considering these:

  1. There is need to have quality adult leaders trainers to train the rovers extensively on the rover program.
  2. There is need to have frequent rover forums and discussions on the program.

We recommend that training’s should be done to all jasiri scout leaders to equip them with relevant knowledge and skills on the rover program to help them guide rovers on consuming the program.
